enfrenta un conjunto de desaf\u00edos complejos que limitan su desarrollo econ\u00f3mico, sostenible e inclusivo. La exclusi\u00f3n social constituye uno de esos desaf\u00edos. <\/span><\/p><p style=\"text-align: justify; line-height: 115%; margin: 6.0pt 0cm 6.0pt 0cm;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;\">El concepto de exclusi\u00f3n ha sido utilizado para referirse a condiciones de pobreza e inequidad; sin embargo, la antinomia inclusi\u00f3n-exclusi\u00f3n no solo se refiere a la pobreza, sino tambi\u00e9n a la existencia o ausencia de v\u00ednculos sociales. De esta manera, el concepto debe ser considerado como aquel que incluye los derechos de las personas a un nivel razonable de bienestar social y material, as\u00ed como a los derechos sociales y ciudadanos, que a su vez incluyen la igualdad de g\u00e9nero y la igualdad de oportunidades para las poblaciones vulnerables como las comunidades rurales, ind\u00edgenas y afrodescendientes. Este reconocimiento no solo tiene un impacto positivo sobre el bienestar social, tambi\u00e9n conduce a un sistema econ\u00f3mico que es m\u00e1s apto al aprendizaje, la innovaci\u00f3n, y una mayor productividad.<\/span><\/p><p style=\"text-align: justify; line-height: 115%; margin: 6.0pt 0cm 6.0pt 0cm;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;\">En el contexto anterior, el Proyecto \u201cFortaleciendo sistemas inclusivos de ciencia e innovaci\u00f3n en Am\u00e9rica Latina a trav\u00e9s de una red de investigaci\u00f3n colaborativa\u201d est\u00e1 destinado a constituirse en un elemento fundamental que contribuya a fortalecer el proceso de inclusi\u00f3n requerido por las sociedades centroamericanas. El Proyecto considera que sus resultados aportar\u00e1n soluciones a la urgente necesidad de mejorar el proceso de inclusi\u00f3n en beneficio de los grupos vulnerables, mediante la producci\u00f3n de conocimiento generado por las comunidades cient\u00edficas y otros actores no cient\u00edficos de la regi\u00f3n. <\/span><\/p><p style=\"text-align: justify; line-height: 115%; margin: 6.0pt 0cm 6.0pt 0cm;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;\">Considerando este marco general, el Proyecto tiene como prop\u00f3sito principal fortalecer, mediante la cooperaci\u00f3n y el intercambio el <b style=\"mso-bidi-font-weight: normal;\">nexo investigaci\u00f3n \u2013 innovaci\u00f3n \u2013 inclusi\u00f3n, <\/b>en sus dos vertientes complementarias:<\/span><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;\"><br \/><\/span><\/p><p style=\"text-align: justify; line-height: 115%; margin: 6.0pt 0cm 6.0pt 0cm;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;\">1. La investigaci\u00f3n e innovaci\u00f3n inclusiva cuando \u00e9sta se refiere a un proceso participativo mediante el cual la investigaci\u00f3n y la innovaci\u00f3n emergen.<\/span><\/p><p style=\"text-align: justify; line-height: 115%; tab-stops: 196.6pt; margin: 6.0pt 0cm 6.0pt 0cm;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;\">El Proyecto, que tendr\u00e1 una duraci\u00f3n de cinco a\u00f1os, est\u00e1 financiado por el Centro Internacional de Investigaciones para el Desarrollo de Canad\u00e1 (IDRC por sus siglas en Ingl\u00e9s), y ejecutado bajo un Convenio de Subvenci\u00f3n con el Consejo Superior Universitario Centroamericano (CSUCA), con el apoyo de la Secretaria General del Sistema de la Integraci\u00f3n Centroamericana (SG-SICA), la Comisi\u00f3n para el Desarrollo Cient\u00edfico y Tecnol\u00f3gico de Centroam\u00e9rica y Panam\u00e1 (CTCAP) y los organismos nacionales de ciencia, tecnolog\u00eda e innovaci\u00f3n de los 8 pa\u00edses miembros del SICA. <\/span><\/p><p style=\"text-align: justify; line-height: 115%; tab-stops: 196.6pt; margin: 6.0pt 0cm 6.0pt 0cm;\"><span style=\"font-size: 12.0pt; line-height: 115%; font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;\">El Proyecto, mediante dos convocatorias p\u00fablicas, invitar\u00e1 a la presentaci\u00f3n de propuestas de proyectos que orienten sus esfuerzos a la conformaci\u00f3n y apoyo de consorcios o redes colaborativas; que permitan a trav\u00e9s de su trabajo conjunto aportar soluciones viables a los problemas que enfrentan los grupos m\u00e1s vulnerables de la poblaci\u00f3n regional centroamericana: pueblos ind\u00edgenas, campesinos, afrodescendientes, mujeres, personas con discapacidad y las juventudes de los pa\u00edses miembros del SICA. En Proyecto contempla la posibilidad de participaci\u00f3n complementaria de instituciones de otros pa\u00edses de Am\u00e9rica Latina y el Caribe, que pertenezcan al sector p\u00fablico y\/o privado.
