“Strengthening the Governance of Disaster Risk Management in Central America”

Central America is one of the regions most affected by natural phenomena. Despite being a relatively insignificant region in terms of global greenhouse gas emissions and climate change, the impact generated in this region is catastrophic, primarily affecting infrastructure and agricultural production, which is a fundamental basis of the economy.

The Coordination Center for Disaster Prevention in Central America and the Dominican Republic (CEPREDENAC), with the objective of “Contributing to the reduction of vulnerability and the impact of disasters,” together with the Central American Higher University Council (CSUCA), with the mission and vision of consolidating a Central American University System that impacts the integration and full development of the Central American people, become the key actors to execute the project “Strengthening the Governance of Disaster Risk Management in Central America” with the technical and financial support of the Swiss Cooperation in Central America (SDC).

The project in its three effects:

Effect 1

The regional system and the national Disaster Risk Reduction (DRR) systems implement disaster risk reduction actions and seek an effective and timely response to people affected by disasters with the active participation of the private sector and universities.

Regional and national bodies have strengthened their governance mechanisms for DRR in line with the Sendai Framework.

effect 3

University professionals in the region have improved their skills in DRR and Climate Change Adaptation (CCA), contributing to resilient development in the region.

The fulfillment of effect 03 corresponds to the Central American Higher University Council -CSCUCA- through 5 Curriculum Readjustment projects and 4 Higher Education Quality Accreditation projects.

Achievements effect 03:

  • More than 12,000 specialized professionals.

  • More than 50,000 people benefited from research and outreach activities.

  • 04 Accreditation agencies apply guidelines with criteria in DRR and ACC.

SUB PROJECTS

To contribute to the strengthening of the Regional Accreditation System by incorporating Comprehensive Disaster Risk Management and Climate Change Adaptation, in order to obtain accreditation focused on environmental protection and disaster mitigation to impact the reduction of disaster risk, the vulnerability of the environment and Central American society.
Incorporating comprehensive disaster risk management (DRM) and resilient adaptation to climate change (CCC) as a cross-cutting theme in the Civil and Construction Engineering degree program in three Central American universities, through the exchange of experiences and capacity building.
Strengthened capabilities of the Faculty of Agronomy of the University of San Carlos of Guatemala (FAUSAC) to improve the skills of its professionals in GIRD and ACC.
Carry out the curricular readjustment that incorporates the Comprehensive Disaster Risk Management (CDM) and the resilient Adaptation to Climate Change (CCC), in the careers of the agri-food sector (Agronomy and Zootechnics) of the Universities of San Carlos of Guatemala (USAC) and the Bluefields Indian & Caribbean University (BICU).
Strengthening the skills of professionals in infrastructure design and construction in Honduras, deepening the GIRD and ACC in the curriculum of the Civil Engineering degree at UNAH.
Develop a green certification program for higher education institutions to foster a culture of disaster risk reduction (DRR) and climate change adaptation (CCA) according to quality standards. Additionally, create a culture of prevention in the face of extreme weather events through the implementation of a diploma program and optional training course focused on DRR and CCA.
To accredit before the National Council for Evaluation and Accreditation, the quality of the Afro-Rural Engineering career incorporating comprehensive risk management and resilient adaptation to climate change with an intercultural gender perspective.
To contribute to building resilience to disasters in Costa Rica and Panama through the training of Environmental Engineering and Water Resource Management Engineering professionals with skills for the application of comprehensive disaster risk management and adaptation to climate change in the exercise of their profession.
